Well it’s clear that Hannibal Lecter was a first attempt at the Jack the ripper project. A first child soldier that was trained to be the draft iteration of Raiden. However his murderous personality manifested into a rejection of his superiors leaving the government with no choice but to exile him. Hannibal was the first attempt at a super soldier trained to replace Snake whilst remaining under the control of The Patriots.
