Only Cloud and Lucian have mercy upon Morrigan’s blight. Other slaves as residents are either ignorant of her or willfully ignoring her. Lilith and Ivy did escape the dungeons before, with Lilith using her cunning and Ivy eventually getting enough gold pieces from prostitution to buy her way out. Ivy despite losing her top male employee to her former queen, is not keen on helping her cellmate.
The Rosebud Brothel gives her more than enough money to sustain herself and her employees and she isn’t interested in ruining that. Lilith was never quite sympathetic towards her sister during her own escape, in fact when she constructed Morrigan’s voodoo doll, it was only to control her more from the safety of another city separated by thick forests and brush.
